The North Carolina General Assembly directed the NCIOM to study the Community Alternatives Program for Disabled Adults (CAP/DA), and to recommend ways to improve the administration of the program. This report begins with an overview of the CAP/DA program and then presents an analysis in response to the legislature’s questions.
