Issue Brief: New Opportunities to Expand Health Insurance Access to Low Income North Carolinians

Abstract

This issue brief reviews several new options to expand insurance options to low income adults in North Carolina. Options include the Alternative Benefit Plan State Plan Amendments (Medicaid Expansion) submitted to the Centers for Medicare and Medicaid Services by Governor Cooper, Senate Bill 290 (Medicaid Expansion) and House Bill 662 (creates new mechanism, known as Carolina Cares, financed mostly with federal Medicaid expansion resources). The issue brief provides a comparison and analysis of these three important proposals.
